Srimad Bhagvad Gita and Constitution of India are revered by everyone. Depending on the disposition towards, right, left or center, some even worship one or both the books, literally. Alas, if only one goes through the text and understands what’s written in there, and a life changing experience is guaranteed. These will be for completely opposite reasons though.

Bhagvad Gita is a text to prepare Arjuna to give his best in the most crucial battle of his life. It’s a training manual for peak performance in both, material as well as spiritual life. Rather than utilizing the wisdom to lead a grandly successful life, most either never touch it or just get stuck in the semantics of Dharmakshetre Kurukshetre… The text beautifully explains that path of Dharma is to be followed which makes one choose Shreyash over Preyash. Mother pampering the kid in her own house may be ok, but cant allow the child to mess with neighbour’s plants or pets. It says that one’s dharma is defined by the role, place and time of the action. True Freedom is guaranteed!

The Constitution of India, on the other hand, is sworn by every Indian including me, to be followed and even Courts are fighting tooth and nail to preserve the basic structure. This document is however unreadable. Else, we can see the purpose of core Government of India Act, 1935 for subjugation of masses by the ruling class still being maintained, esp. for administrative purposes. Constitution of any country is the contract between the state and its citizen, is it not? How many Indians can really make a sense of what is written in it? It is written by the lawyers, to be read and interpreted by the lawyers for the functioning of the lawyers’, rather than the utility of the common citizen. Independence is preserved, Freedom is taken!

In the fight against COVID-19 Government of India made announcements for welfare program which aimed to provide food for 800mln Indians. That’s 2/3rd of the country. 2/3rd of India needed help from Government to not remain hungry during lockdown. Great gesture to feed so many, begs the question though, why are so many Indians so poor?

Delving in History is really a necessity to understand the wealth scenario of Indians.

Indians were looted and made impoverished, so poor that famine was norm, by Britishers using a bureaucratic setup. They wanted to grant India dominion status using Government of India Act, 1935, whom Nehru had called a “charter of slavery” and yet 2/3rd of Independent India’s constitution, which is basis of life in the country today comes from this. Ambedkar said  following :

“As to the accusation that the Draft Constitution has produced a good part of the provisions of the Govt. of India Act, 1935, I make no apologies. There is nothing to be ashamed of in borrowing. It involves no plagiarism. Nobody holds any patent rights in the fundamental ideas of a Constitution…provisions taken from the Government of India Act, 1935, relate mostly to the details of administration…”

The sum and substance is that even today India’s Bureaucracy’s design is same as what Britishers had designed to rule it while giving Dominion status. What needs to be done to correct the situation is well documented in many reports and books and is not going to be discussed here. The purpose here is to look at the most important harm done due to this setup, India’s Economic Setup!

Even if you are aware of right-left debates on ideology in the country, mark that it is primarily on cultural aspects. Economic principles have been more or less similar since independence. The striking feature has been lack of focus on wealth creation by the citizen. Tell me, how else can an impoverished country come out of poverty?

Since late ‘90s India has seen ‘reforms’ which have primarily been ‘Service fueled growth model’ and for this IT and ITES has been the main driver. Body-shopping has been at the core of this development.

Unfortunately, Bihar got caught in an undesirable lose-lose scenario – technological change accompanied by talent shortages, mass unemployment and growing inequality.

Then prevailing Political Setup of Bihar is the main reason for that. How else would you explain that TCS, leader of the Indian IT Industry had home base in (undivided) Bihar and employed many workers, both skilled and unskilled, from Bihar, but it was happening in Bangalore, Pune, Hyderabad, Mumbai and other cities.

Fourth Industrial Revolution is staring at us and Bihar is standing at another juncture of lose-lose scenario: Changing Technology and Mass Unemployment.

New political thinking is needed at the State level.

 India has around 120mln migrant workers, no prizes for guessing where the majority of these come from. In a post COVID-19 world, their employment needs to be thought through. It’s a crisis situation. Simultaneously, on the other end of talent spectrum, it is said that 75 million jobs may be displaced by a shift in the division of labour between humans and machines, while 133 million new roles may emerge that are more adapted to the new division of labour between humans, machines and algorithms.

This is unprecedented opportunity. If nothing new is being thought, nothing will get done. But with a new focus lot can be achieved. Here is a plan: Bihar needs to run two tracks. First) to capture the opportunities of fourth Industrial Revolution, and Second) to rewrite the equations of engagement of migrant labour to Indian cities by reskilling.
